SALAR International – the organisation representing the Swedish Association of Local Authorities and Regions (SALAR) in international development cooperation – has been working in Ukraine since 2014, supporting decentralisation reforms and strengthening the capacity of local self-government. As of 2024, SALAR International is implementing the Polaris Programme “Supporting Multilevel Governance in Ukraine” and the WM4U Programme “Strengthening Municipal Waste Management in Ukraine”.
This procurement aims to establish long-term cooperation through the signing of a framework agreement for the provision of services in accordance with the specifications outlined in the tender documentation.
