Description of the context
To address the changing needs of Ukrainian municipalities and national level stakeholders during wartime, the Swedish International Development Cooperation Agency (Sida) has initiated a broader programme in support of multilevel governance and recovery. This programme is called “Polaris: Supporting Multi-level Governance in Ukraine”. It is implemented by SALAR International and planned for four years (July 2024-May 2028).
Polaris Programme aims to work with both short and long-term focus, addressing the needs of the multi-level governance system in Ukraine and in parallel strengthening municipalities’ public service provision, as well as their direct engagement in the recovery and reconstruction processes, in line with the requirements of Ukraine’s EU accession.
Role Description
The Senior Expert is a member of the Municipal Enterprises Team of the Polaris Programme, which consists of 4–6 experts with different specialist backgrounds and a Team Leader. The Senior Expert reports functionally to the Team Leader for Municipal Enterprises. Tasks are allocated by the Team Leader in consultation with the Programme management in Kyiv and Stockholm. The team’s experts work as an integrated group, providing comprehensive support for the transformation processes and the subsequent operation of municipal enterprises.
The thematic scope of the position covers key issues relating to the activities of local self-government bodies and municipal enterprises during the transition period – legal and financial-economic issues, the budgetary process and accounting, and the management of municipal assets.
Key tasks include providing comprehensive expert support to hromadas selected by the Programme and other relevant stakeholders, preparing and conducting information and training events (workshops, webinars, round-tables, focus group discussions, etc.), preparing and/or participating in the preparation of methodological materials (guidelines, clarifications, analytical reviews, sample and/or template documents, action algorithms, etc.), and providing support to the Government of Ukraine and the Verkhovna Rada of Ukraine upon request.
