
Context
SALAR International is the international unit of the Swedish Association of Local Authorities and Regions (SALAR), supporting local democracy and effective governance in countries undergoing transition. SALAR International has been working in Ukraine since 2014 and is currently implementing two major projects funded by the Swedish International Development Cooperation Agency (Sida):
WM4U: “Waste Management for Ukraine” (2024–2027) — a strategic partnership between SALAR International and Avfall Sverige aimed at implementing sustainable and effective waste management practices in Ukrainian municipalities.
Polaris: “Support to Multi-level Governance in Ukraine” (2024–2028) — a comprehensive programme aimed at strengthening the multi-level governance system, improving service delivery at local level, and supporting recovery in line with EU integration requirements (thematic areas: education, financial decentralisation and budgeting, administrative services, local-led recovery, and municipal international cooperation).
Position description
The Programme Assistant will work full-time in the Administrative Support Unit in Ukraine (Kyiv) and will closely collaborate with teams from both programmes. The role involves providing administrative and organisational support, ensuring office operations, coordinating logistics for events and travel, and carrying out tasks on request from thematic teams to enable effective implementation of programme activities.
Main duties
- Perform administrative tasks related to programme activities (courier deliveries, document handling, record-keeping).
- Manage procurement-related documentation: scanning, printing, delivery, filing and archiving of documents.
- Support office payment management and tracking of consumables.
- Organise travel logistics: booking transport, accommodation, and local arrangements.
- Assist in organising events and trainings (logistics, participant communication, preparation of materials).
- Support compliance-related procedures connected to the legal and financial operations of the programmes in Ukraine.
- Maintain communication with suppliers: prepare documentation, monitor service delivery, perform basic quality checks.
- Regularly inform the head of the Administrative Support Unit about work progress, challenges and achievements.
- Provide general day-to-day administrative support for the Kyiv office.
