The Swedish-Ukrainian Polaris Programme “Supporting Multilevel Governance in Ukraine” announces a new call for partner hromadas to work together on strengthening the institutional capacity of the starosta institute. This cycle places particular focus on the context of local governance under martial law.
Why it matters
One of the key priorities of the Polaris Programme is to support hromadas in building effective local governance at the level of starosta districts. This is not only about improving the delivery of public services, but also about actively engaging residents in decision-making and development processes. In times of war, this work becomes even more critical – as a foundation of resilience, local effectiveness and public trust in local authorities.
The Programme’s experts bring years of experience working with hromadas on strengthening the institutional capacity of starostas, improving public service delivery, fostering citizen engagement, and planning territorial development.
What the Polaris Programme offers
As part of the partnership, hromadas will receive comprehensive support, including:

Expert analysis of documents and decisions regulating starosta activities and public service delivery;

Clarification of the starosta’s role in local development;
-
Development of relevant public service delivery models;
-
Preparation of recommendations to improve governance at the starosta district level;
-
Institutional support and guidance in implementing reforms;
-
Monitoring the impact of decisions on residents;
-
Training activities for starostas and local government staff;
-
Experience sharing between partner hromadas;
-
Technical support for selected starosta districts.
Hromadas interested in partnering with the Programme and selected through an open competition will sign a memorandum of cooperation. Collaboration with partner hromadas will last for a period of 6 to 10 months.
As part of this partnership, the Programme may also provide material support to the selected hromadas.

Applications are open from 8 to 22 May 2025.
Eligible applicants: heads of hromadas, deputy heads, or executive officers of local self-government bodies.

Selection process and criteria
The selection will consist of two stages:

Review of submitted applications.

Online interviews with shortlisted hromadas.
Key selection criteria include:

Presence of starosta districts and appointed starostas;
-
Total population of the starosta districts;
-
Number of starosta districts;
-
Availability of a Centre for Administrative Support (CAS) in the hromada;
-
Status as a mountainous territory;
-
Degree of impact from the war;
-
Motivation to cooperate with the Programme and readiness to implement changes.
