The Swedish-Ukrainian Programme Polaris – Supporting Multilevel Governance in Ukraine invites hromadas to partner within its direction Education at Local and Regional Levels.
Currently, 10 partner hromadas are receiving support in improving the quality of education services, building effective school networks, introducing innovations, and establishing productive communication with education stakeholders.
Based on the upcoming call for applications, another 10 territorial hromadas will join the programme through the signing of a Memorandum of Cooperation.

Deadline for submission: 18:00, 11 July 2025.
Applications may be submitted by the head of the hromada, their deputies, or the head of the local education authority.
Selection process will consist of two stages:

Application analysis and ranking – A preliminary selection will be conducted based on the alignment of the hromada’s goals with the objectives of the Programme and its readiness to implement tangible changes.

Interviews with education department leadership – Approximately 15 hromadas (including reserve candidates) will be invited. During the interviews, the following aspects will be explored:
- Motivation to participate in the institutional support offered by the Programme;
- Current situation of general secondary education services and existing school network;
- Readiness of stakeholders to optimise the school network, take part in reform processes (including senior profile school), and join learning and training activities;
- Political will of hromada leadership to implement changes under the Memorandum of Cooperation.
If needed, expert field visits may be conducted for additional information.
Results will be announced by 29 August 2025.
