The Swedish-Ukrainian Programme "Polaris: Supporting to Multilevel Governance in Ukraine" invites hromadas to partner in the area of Strengthening the Institutional Capacity of the Starosta Institution.
One of Polaris’s focus areas is supporting local self-governance by helping ensure high-quality public services for residents. Programme experts, experienced in strengthening the institutional capacity of the starosta institution and public engagement, offer support to a broad range of hromadas upon request.
Partnership Details:
- Up to 15 hromadas will be selected.
- Support period: October 2024 – February 2025.
Programme support for hromadas includes:
- Expert review of starosta governance documents
- Governance improvement recommendations
- Relevant public service models
- Institutional support and implementation guidance
- Training and peer exchanges
A cooperation memorandum will officially initiate the partnership. Application period: 16-29 September 2024; only senior officials may apply.
