The Swedish-Ukrainian Programme "Polaris: Supporting Multilevel Governance in Ukraine" invites hromadas to partner under the “Education at Local and Regional Levels” sphere. Administration of the education sector is one of the most important and complex areas of activity for the management of Ukraine’s hromadas. Furthermore, the education sector, being the most budget-intensive and involving the largest number of hromada residents, requires a specialised professional approach.
The upcoming collaboration will involve training sessions led by Programme experts, conducted both online and in person within hromadas, along with surveys among local education stakeholders and analysis of their results. Activities will also include the simulation game "Optimising the School Network," joint modelling of an updated network, planning engagement strategies with various groups of education stakeholders, sharing experiences from other hromadas, and finding partner hromadas.
The goal of this collaboration is to enhance the capacity of partner hromadas in educational management, specifically in overseeing and modernising educational networks and implementing education reforms. The experience gained in partner hromadas may be documented as best practice and shared with other hromadas for broader application.
The activities for implementing the described plans will span approximately one year (depending on the specific situation within each hromada). However, partner hromadas will continue to receive support from Programme experts beyond the completion of these joint actions.
Currently, the Programme plans to select up to 10 hromadas in the first round for further cooperation.
A memorandum of cooperation will be signed with hromadas interested in partnering with the Programme.
