The Swedish-Ukrainian Polaris Programme "Supporting Multilevel Governance in Ukraine" invites hromadas to partner under its “Administrative Services” sphere.
The Programme supports hromadas in providing residents with accessible, convenient, and high-quality services. The team of this sphere, with many years of experience cooperating with hromadas in establishing, modernising, and developing Administrative Service Centres (ASC), offers local self-government bodies assistance in enhancing the administrative services system and improving service accessibility.
Future cooperation will include institutional, advisory, training, and material support in one of the following areas:
- Establishment of ASCs
- Development of ASCs
- Organisation of outreach (mobile) service provision
A total of up to 40 hromadas will be selected.
Memoranda of cooperation will be signed with hromadas that express interest in partnering with the Programme and are selected through an open call for applications. The cooperation with partner hromadas will last from 3 to 6 months.
As part of the cooperation, the Programme may also provide material support to the hromada.

Applications will be accepted until 23 May 2025 (COB).
Applications may be submitted by officials from the senior management of local self-government bodies (mayor, deputy mayor), or the head of the ASC.
