On 3 April 2026, the Administrative Services Centre was officially opened in the Antonivka territorial hromada in the Rivne region.
The Administrative Services Centre was established in cooperation with the Polaris Programme ‘Supporting Multilevel Governance in Ukraine’. As part of this partnership, the hromada received institutional, training and logistical support. In particular, the Centre has been equipped with modern office technology, a self-service area has been set up to provide access to e-services, and a special hardware kit – a ‘mobile case’ – has been provided. This will enable administrators to provide services to residents at their place of residence in cases where they are unable to visit the Centre themselves.

The new Administrative Services Centre will provide access to administrative services for over 5,700 residents of the hromada – in comfortable conditions, quickly and without unnecessary barriers.
“Our aim is to ensure that public services are not only accessible but also as efficient as possible. Today, the Antonivka hromada has demonstrated how, through international partnerships and cooperation with local government, it is possible to create a high-quality environment for the delivery of administrative services. Now thousands of people will be able to access services quickly, without queues and in appropriate conditions,” said Oleksandr Tereshchenko, Deputy Head of the Rivne Regional State Administration.

Another important decision was the establishment of a local branch of the Administrative Services Centre in Velyki Tseptsevychi, which significantly improves access to services for residents of remote settlements within the community.
“The expansion of the ASC network is about ensuring that services are genuinely accessible to people, regardless of where they live. We have succeeded in combining infrastructure solutions, staff training and modern approaches to service delivery. It is precisely these comprehensive solutions that bring about lasting change on the ground,” emphasised Alla Kovalchuk, a Polaris Programme Expert.

As part of their working visit, representatives of the regional government and the Polaris Programme team also visited the Administrative Service Centre of the Volodymyrets territorial hromada – another partner hromada of the Programme in the area of administrative service development. During the meeting, the Centre’s staff shared an update on the Centre’s current operations and their practical experience in delivering services.
The Volodymyrets ASC is already receiving support from the Polaris Programme – specifically in modernising its technical infrastructure and developing the team’s capacity. The next steps include setting up remote workstations and further transforming the centre in line with modern service standards.

The development of the network of Administrative Service Centres in Ukrainian hromadas is part of the Polaris Programme’s broader aim to improve the quality of public services at the local level. This is not just about infrastructure, but about changing the approach to the relationship between the state and its citizens – towards greater accessibility, efficiency and trust.
The opening of the ASC in the Antonivka hromada is another step towards bringing high-quality administrative services closer to people in every community across Ukraine.
