
On 30–31 March 2026, in Dnipro, the Swedish–Ukrainian Polaris Programme: Supporting Multilevel Governance in Ukraine, in cooperation with Open Contracting Partnership and the DREAM Project Office, held a training titled “Preparation of a Pre-Feasibility Study for a Public Investment Project” for representatives of local self-government bodies.
The training was delivered for 13 partner hromadas of the Polaris Programme under the “Local-Level Recovery” stream. Around 30 representatives participated, all of whom are involved in the preparation and implementation of public investment projects.
The training formed part of Polaris’s systematic efforts to strengthen hromadas’ capacity in public investment management and to support recovery at the local level. The focus of the event was on preparing a pre-feasibility study as the foundation of Ukraine’s new methodology for developing public investment projects.
Over two days, participants worked on structuring investment projects in line with legislative requirements, including the Budget Code of Ukraine and Resolution No. 527 of the Cabinet of Ministers of Ukraine dated 28 February 2025 “Certain Issues of Public Investment Management”. Particular attention was given to the development of sectoral project portfolios and a unified hromada project portfolio, as well as to approaches for making well-informed investment decisions.

The practical component was a key part of the training. Representatives of hromadas worked with their own real projects and ideas, analysed case studies, completed group exercises, and received answers to practical questions. This enabled participants not only to deepen their knowledge but also to develop concrete solutions they can apply in their work.
Participants also received templates, guidelines, manuals, and other practical materials to support further project development in line with the new approaches.
Delivering such training programmes is an important step towards establishing a systematic approach to planning and implementing public investments in hromadas. It contributes not only to improving the quality of project preparation but also to creating the conditions for effective resource mobilisation for recovery and sustainable local development.
