Improving Education Financing: Ministry of Finance and Ministry of Education Draw on International Experience for Reform

In March 2025, with the support of the Swedish-Ukrainian programme Polaris, delegations from the Ministry of Education and Science of Ukraine and the Ministry of Finance of Ukraine undertook a three-day working visit to France, focused on education financing and governance reform.

During the visit, Ukrainian representatives explored France’s multi-level education governance and funding system, and met with local educators and pupils of Ukrainian origin. The consultations provided valuable insights for enhancing Ukraine’s financial mechanisms in the education sector. In particular, discussions covered the improvement of processes for collecting quality statistical data in general secondary education and the reform of teacher remuneration.

“Together with representatives of the Ministry of Finance, we must continue working on reforming the pay system for educational staff in Ukraine, taking into account the experience of European countries. This will ensure a decent level of salary for teachers and encourage their personal development and professional growth,” said Andrii Stashkiv, Deputy Minister of Education and Science of Ukraine.

The meetings and consultations held during the visit outlined new directions for improving educational initiatives and laid the groundwork for building bilateral partnerships between Ukraine and international stakeholders.

 “In times of war, the support of international partners is particularly important for the development of educational initiatives, and we aim to expand cooperation to strengthen the financial foundation of Ukrainian education,” said Liudmyla Mozhova, Head of the Sector for Supporting the Deputy Minister of Finance of Ukraine.
