From 3 to 5 June 2025, a working visit of the expert group from the “Local-Level Education” component of the Polaris Programme took place in the Kobleve rural territorial hromada, Mykolaiv oblast.
The visit was carried out at the invitation of the Kobleve Village Council with the aim of monitoring the educational and financial-administrative documentation of the hromada’s general secondary education institutions.
Who participated?
The expert group included leading education experts from the Polaris Programme: Serhii Diatlenko, Serhii Rybak, Myroslav Kostenko, Olena Kres, and Olena Rusnachenko.
Discussions also involved specialists from the Department of Education, Youth and Sports of the Kobleve Village Council, representatives of the Centre for Professional Development of Pedagogical Workers, school principals and administrative staff of the local lyceums.

What did the visit involve?
Over the course of three days, the experts reviewed the management, financial and educational documentation of five general secondary education institutions in the hromada:

The following aspects were analysed:

Organisation of the educational process

Decision-making practices at the school level
Daily debriefings were held to summarise the findings, and preliminary conclusions were formulated. These will be presented in a consolidated report with tailored recommendations.

We aim to support the hromada in making informed decisions about the development of its school network, financial management, improving educational quality, and efficient use of resources. In Kobleve, we saw a team committed to systematic and transparent work,” said Serhii Diatlenko, Education Expert of the Polaris Programme.
Why does the hromada need this?
Kobleve hromada was one of the first to initiate an external monitoring process by an independent expert team from the Programme. This reflects the community’s readiness to improve its management practices, plan based on evidence, and search for optimal models of managing its education network.

As a result of the monitoring, an analytical document will be prepared with specific recommendations, which may serve as a guide for medium-term planning in education and budgeting within the hromada.
