From 28 to 30 October in Ivano-Frankivsk, the Swedish-Ukrainian Programme Supporting Multilevel Governance in Ukraine (Polaris) held a training titled “Skills of a Modern ASC Specialist.” The event brought together young professionals from Administrative Services Centres (ASC) across Ivano-Frankivsk oblast. Over three days, participants deepened their knowledge about organising the work of a modern ASC, communicating with visitors, using digital tools, and applying inclusive approaches in service delivery.
The training in Ivano-Frankivsk focused not only on developing specific skills but also on building a comprehensive understanding of the ASC specialist’s role within the public service system. The programme combined topics of institutional development, digital transformation, accessibility, inclusivity, and effective communication – the key components of high-quality administrative service delivery.
Exploring digital solutions helped participants better understand the ASC’s role as a bridge between the state and citizens, while the focus on inclusivity and gender sensitivity introduced approaches to ensuring equal access to services.
During practical sessions, participants improved their communication and conflict-management skills, contributing to a more humane and client-oriented service culture.

Participants also shared their observations about the challenges modern ASCs face and discussed ways to enhance service delivery in their hromadas.
The Polaris Programme will continue to support the development of the ASC network in Ukraine, fostering professional growth and promoting modern approaches in the field of administrative services.
