
On 11 September 2025, the training of the sixth cohort of the Training Platform for Administrative Services Centre (ASC) managers began within the Swedish-Ukrainian Programme Supporting Multilevel Governance in Ukraine.
The Training Platform is an advanced training programme accredited by the National Agency for Civil Service of Ukraine, worth 1 ECTS credit. It focuses on developing management skills among ASC leaders: enhancing personal effectiveness, time management, team leadership, innovation implementation, and change management. An important element of the programme is the “Change Lab” – a stage of independent work where participants design individual projects and present concrete results at the final meeting.
This year, 51 applications were submitted, and based on the selection process, a group of 30 managers (27 women and 3 men) from 15 oblasts of Ukraine was formed. They represent 12 urban ASCs (including two regional centres – Rivne and Chernihiv), 10 settlement-based and 8 rural ones. Three relocated ASCs from temporarily occupied territories and areas of active hostilities in Donetsk, Kherson, and Dnipropetrovsk oblasts have also joined the training.
The participants are managers with diverse experience. Seventeen centres were established between 2012 and 2020, 13 between 2021 and 2023, and the newest one in 2024. Managers were appointed at different times: from 2013 up to early 2025. This diversity of experience and contexts creates unique opportunities for peer-to-peer learning, knowledge exchange, and mutual support.
“Training will allow us to better understand the modern requirements, tendencies, and ‘trends’ for managing such a dynamic and constantly evolving structure as an ASC, to strengthen managerial skills, and to improve the quality of services for our citizens. It is an investment in the development not only of myself as a manager but also of my team,” said Nataliia Frolova, Head of the Mariupol ASC.
In total, the Training Platform has already united 146 graduates from the previous five cohorts, forming an active professional community that contributes to the development of the administrative service delivery system in Ukrainian hromadas.
The training will last two months and conclude on 29 October in Lviv with a final meeting, where participants will present the outcomes of implementing changes in their ASCs.
