SALAR International Marks 25 Years of Activity

In November, SALAR International – the organisation representing the interests of the Swedish Association of Local and Regional Authorities (SALAR) in international development – celebrates 25 years of work dedicated to strengthening effective local governance and supporting democracy across various countries. Over a quarter of a century, the organisation has helped communities, cities, and regions introduce transparent management processes, improve the quality of local services, and develop institutions that respond to people’s needs.

Since 2014, at the start of Ukraine’s decentralisation reform, SALAR International has been a reliable partner in its implementation. Working alongside national authorities, local government associations, and hromadas, the organisation has contributed to strengthening local government capacity, expanding community powers, and enhancing their role in decision-making that shapes people’s quality of life.

Today, with support from the Government of Sweden through the Swedish International Development Cooperation Agency (Sida), SALAR International is implementing two programmes:

Polaris – Supporting Multilevel Governance in Ukraine (2024–2028).
The programme combines short-term practical support for hromadas with long-term reform assistance. Polaris aims to create better conditions for the local self-government system to respond effectively to local needs, plan recovery, and provide high-quality basic services to residents, while enabling hromadas to attract resources, develop their territories, and actively participate in the country’s reconstruction and EU integration.

WM4U – Strengthening Municipal Waste Management in Ukraine (2024–2027).
A comprehensive initiative implemented by Avfall Sverige (the Swedish Waste Management Association) and SALAR International. The programme aims to improve the system of municipal solid waste management in Ukraine, aligning it with EU approaches and standards.

For both programmes – Polaris and WM4U – the work of SALAR International provides Ukrainian partners with access to international expertise, the building of trust-based partnerships, and a shared pathway towards strong, adaptable, and capable hromadas.

To mark the 25th anniversary, the organisation has prepared an English-language publication, ‘The journey of SALAR International: Stories, milestones, and reflections from over two decades of operation. 25 Years of Impact’. It offers an overview of key milestones, stories from partner countries, and personal reflections from people who have shaped this journey. Its core message is that sustainable change is achieved through cooperation, inclusiveness, and trust.

This unique advantage enables SALAR International to draw on proven practices and innovative solutions from Sweden to create impactful and sustainable outcomes worldwide, whilst also strengthening the position of SALAR and our members internationally and bringing valuable lessons back home," noted Anders Henriksson, Chairman of the Swedish Association of Local Authorities and Regions (SALAR), emphasising the essential role of Sida’s long-term support in strengthening local government capacity as a cornerstone of sustainable development, resilience, and societal well-being.

Over 25 years, SALAR International has implemented projects in 58 countries around the world. Its mission remains unchanged – to support communities in building resilient institutions, foster dialogue, and promote practices that lead to development and dignity for every person.
