Processes, Accessibility, Communication: An Intensive for Administrative Services Centres in Zakarpattia

On 3–5 February, Uzhhorod hosted the training “Skills for a Modern Administrative Services Centre (ASC) Specialist”, organised jointly with the Ministry of Digital Transformation of Ukraine for staff of Administrative Services Centres from hromadas of Zakarpattia Oblast.

The purpose of the training was to strengthen the institutional capacity of the ASC network to ensure effective work organisation and the delivery of high-quality administrative services to residents.

The programme was designed as an exchange of practices and a joint exploration of practical solutions for the day-to-day work of ASCs. Key topics included process organisation, service information provision, institutional aspects of ASC operations, accessibility of services within the hromada (including solution modelling and outreach/mobile services), digital tools, and the role of ASCs as digital intermediaries. Dedicated sessions focused on inclusivity and gender sensitivity, as well as effective communication with visitors and conflict management, including self-regulation techniques and the prevention of emotional burnout.

Welcoming remarks were delivered by Maryna Bobranitska, Head of the Systemic Development of Administrative Services Department at the Ministry of Digital Transformation of Ukraine, and Vasyl Homonai, Head of the Department for Digital Development, Digital Transformation and Digitalisation of the Zakarpattia Regional State Administration.
