
On 20 December, Lviv hosted the First Starostas Forum, which brought together starostas from hromadas across the oblast, representatives of state authorities and local self-government bodies, Members of Parliament of Ukraine, experts, and international partners. The event was held with the support of the Swedish–Ukrainian Polaris Programme: Supporting Multilevel Governance in Ukraine.
The forum aimed to strengthen the leadership capacity of starostas, facilitate the exchange of best practices in territorial development, and shape a shared vision of the role of starostas in post-war recovery processes in hromadas.

Andrii Matsokin, Team Leader for Strengthening the Starosta Institution at the Polaris Programme, took part in the panel discussion “The Starosta Institution: Challenges during Wartime”, which focused on the legislative, managerial, and practical aspects of starostas’ work under martial law.
The forum became an important platform for professional dialogue, experience sharing, and the development of common approaches to strengthening the starosta institution. The Polaris Programme will continue to support multilevel dialogue to advance its development.
