The Swedish-Ukrainian Polaris Programme “Supporting Multilevel Governance in Ukraine” is strengthening local self-governance, particularly through the development of the institution of starostas. Starostas play a vital role in hromadas: they act as mediators between local authorities and residents, provide public services in starosta districts, and manage local affairs. To fulfil these responsibilities effectively, they require not only communication and management skills but also a solid understanding of the legal aspects of their work.
In February, the Polaris team visited partner hromadas in the Poltava oblast, including Pyriatyn, Reshetylivka, and Shyshaky. Experts held working meetings with hromada leadership and conducted training sessions for starostas, council members, and executive body leaders under the theme "The Role of Starostas in the Hromada and the Provision of Public Services in Starosta Districts." During the training, participants discussed the legal framework governing starostas' work, their interaction with executive bodies, and the real challenges they face daily. A total of 75 participants from the three hromadas received practical advice on fulfilling their duties, organising public service delivery, engaging with citizens, and other key aspects of their role.
"Starostas play a crucial role in ensuring access to public services in starosta districts. As representatives of executive authorities, they act in the interests of residents within the council’s executive bodies and help address their everyday issues. Since the responsibilities of starostas vary significantly between hromadas, it is essential not only to clearly define their role but also to equip them with the knowledge and tools to make the most of local self-governance mechanisms. This is why the Polaris Programme supports hromadas in strengthening the institution of starostas, enhancing their competencies, and implementing modern governance approaches in line with legislation and European standards," said Andrii Matsokin, Polaris Programme Coordinator for Starosta Support.
Olha Kalinichenko, Senior Expert at the Polaris Programme, added:
"The Polaris Programme helps hromadas implement modern governance approaches in line with European standards. We focus on the digitalisation of public services, expanding mechanisms for civic participation, and improving the efficiency of starosta districts to ensure that local self-governance operates more effectively and transparently."
Programme experts also visited starosta offices and remote administrative service centres to assess the working conditions of starostas and the specifics of public service delivery to residents.
