Polaris and the Ministry of Digital Transformation defined priorities for developing the administrative service delivery system

A meeting between the Polaris Programme leadership and the Ministry of Digital Transformation of Ukraine took place. The Ministry was represented by Valeriia Koval, Deputy Minister for the Development of the Ecosystem of Digital and Offline Personalised Services, and Maryna Bobranitska, Head of the Department for the Systemic Development of Administrative Service Delivery.

During the meeting, the parties discussed the results of cooperation between Polaris and the Ministry in strengthening the capacity of hromadas and the resilience of the administrative service delivery system, as well as the Ministry’s further priorities – in particular, support for frontline hromadas, which is an important component of the Programme’s work.

“Thanks to the support of our partners, we help Administrative Service Centres (ASCs) to develop, improve service quality, and enhance the level of automation and digitalisation. One of our key goals is to bring services closer to citizens,” said Valeriia Koval.

The Programme provides systematic support to hromadas across Ukraine in maintaining and increasing access to public services for residents – through the development of the ASC network and by strengthening the capacity of hromadas to organise key services, in particular for veterans, women veterans and members of their families.

In October, the Programme delivered the first vehicles and equipment to organise mobile service provision to citizens to the Kherson Regional Military Administration, as well as to the Sumy, Myrhorod, Korop and Oleksandriia hromadas. Such mobile solutions make it possible to ensure the continuity of public service delivery for residents. More than 50 partner hromadas have received IT equipment to provide services through ASCs and at starosta offices. In addition to technical support, partner hromadas receive expert and mentoring support from Polaris to implement initiatives aimed at developing the service delivery system – including the organisation of mobile outreach services, the introduction of integrated “service nearby” solutions for veterans and vulnerable groups, and the development of inclusive services for people with limited mobility.

The Polaris Programme has also implemented pilot projects to support the ASC network at oblast level – in Rivne and Mykolaiv oblasts. Experts analysed the current state of the service delivery system, jointly developed ASC development roadmaps with hromadas, and conducted staff training on their implementation.

Through consultations with the Ministry of Digital Transformation, Polaris works at the national level on the integration of administrative services, the improvement of legislation on administrative fees, and the overall policy framework for service delivery in hromadas.

In addition, the Polaris Programme transferred technical equipment to the Ministry of Digital Transformation – six high-performance laptops, an external hard drive and an interactive panel. This will strengthen the Ministry’s analytical and strategic work, in particular in improving digital registers and automated systems that ensure high-quality services for residents of hromadas.
