Polaris continues to provide systematic support for the development of Administrative Service Centers (ASC) in Ukraine. Experts held separate online meetings with representatives of the Khmelnytskyi and Chernivtsi regional military administrations, heads of administrative service centers, and hromadas leaders. Currently, six oblasts of Ukraine are already cooperating with Polaris on the development of the administrative service center network.
«Supporting the development of the ASC network at the regional level means looking at the system as a whole: understanding the needs of different hromadas, identifying shared challenges and developing solutions that can benefit the entire oblast. This requires cooperation between hromadas, local authorities and experts, based on a shared vision for the development of administrative services», said Susanna Dellans, Head of the Polaris Programme and SALAR International’s Country Representative in Ukraine.
Roman Uzhva, Deputy Head of the Khmelnytskyi Regional Military Administration, emphasized the importance of developing high-quality, accessible, and modern administrative services as one of the key areas for strengthening hromadas capacity.
«A modern Administrative Service Center is an indicator of our hromadas capacity, the effectiveness of local governments, and the level of digital transformation. Our collaboration should mark the beginning of the development of Bukovina’s Administrative Service Center system. It is important that this cooperation involves forming a comprehensive vision for the development of this area, identifying the needs of each hromada, and developing practical roadmaps for further development», said Ihor Hrybovskyi, Deputy Head of the Chernivtsi Regional Military Administration for Digital Development, Digital Transformation, and Digitalization (CDTO).
During the meetings, Polaris Programme expert Roman Matviichuk presented the approach to joint planning for the development of ASC networks and introduced the “ASC Development Roadmap”. It is a digital tool that will help each hromada assess the current state of its ASC and develop a draft roadmap for its further development.
Particular attention was paid to strategic planning, improving the quality and accessibility of administrative services, implementing modern management solutions, and advancing accessibility and digital services.

The next stage of collaboration with each oblast will be a regional forum. Its purpose will be to conduct a more in-depth analysis of hromadas needs, discuss systemic challenges with representatives of relevant executive authorities, and identify priority areas for further support. Following this, the Polaris Programme plans to organize thematic group consultations focused on implementing specific steps to develop ASC networks in the regions, as well as conduct relevant training activities.
