Experts from the Polaris Programme “Supporting Multilevel Governance in Ukraine” continue their field visits to local hromadas, providing advisory and educational support to starostas.
On 19–20 February, the Polaris team visited the Buchach, Zboriv, and Skalat territorial hromadas in the Ternopil oblast. Over two days, 80 starostas and local government representatives received practical recommendations on effective governance. Programme experts analysed the legal framework regulating the work of starostas, identified strengths and weaknesses in local governance, and provided concrete proposals for improvement.
Natalia Mamchak, Senior Expert at the Polaris Programme, stated:
"Enhancing the qualifications of starostas is key to improving governance in starosta districts. We analyse regulatory documents, offer recommendations on clarifying the rights and responsibilities of starostas, facilitate effective interaction between starostas and executive bodies, and introduce modern models for delivering public services. Through training initiatives, we help starostas expand their competencies so they can effectively fulfil their duties in line with European standards."
As the role of starostas varies across different hromadas, Polaris operates at all levels – from cooperation with national stakeholders to the development of optimal models for the functioning of starosta districts. This approach enables the provision of effective support to hromadas and promotes the efficient use of local governance opportunities.
Together, we are creating the conditions for improving public services at the starosta district level, strengthening the role of starostas, and ensuring the sustainable development of hromadas.
