Last week, the first wave of working visits by Polaris Programme experts began in hromadas selected as partners under the “Supporting Administrative Service Accessibility” component.
The first hromadas to host expert teams were Tarakaniv, Velykе Mezheritchia, Holovyn, Antonivka, Dubrovytsia, Rokytne, and Bereznivske in Rivne Oblast.

“This step is an important part of the region’s digital transformation strategy, bringing quality services closer to every resident,” said Halyna Danyuk, Deputy Director of the Digital Transformation Department of Velykе Mezheritchia, following the meeting.
During the visits, Polaris specialists assessed the hromadas’ readiness to establish Administrative Services Centres (ASCs) or to improve the organisation of their operations, held meetings with local leadership, and provided initial consultations on developing local service infrastructure.

“We begin by assessing the real state of administrative service systems in the hromadas – but most importantly, we build partnerships. Together with local teams, we look for practical solutions to make services more accessible, convenient, and closer to each resident,” noted Alla Kovalchuk, Polaris Programme expert.
The next hromadas to host expert visits for the first time will be Chornomorsk, Voskresensk, Kazankiv, Doroshivka, Prybuzhe, and Synyukhyn Brid in Mykolaiv Oblast. On 6–7 August, a visit will also take place in Koropiv hromada in Chernihiv Oblast.

“These working visits are the first step in building partnerships with hromadas. Special attention during the visits is given to the development prospects of ASCs, staffing capacity, interaction between front and back offices, and ensuring inclusivity and gender sensitivity,” added Roman Matviychuk, Polaris Programme expert.
The Polaris administrative services team will continue visiting partner hromadas to jointly identify needs and shape long-term solutions as part of comprehensive support.

As a reminder, 35 hromadas were selected from among 224 applicants across 22 oblasts of Ukraine. These hromadas will receive targeted support over the next six months to enhance their administrative service delivery systems.
