Polaris Continues to Strengthen Local Self-Government by Supporting Starostas: A Working Visit to Ruzhyn Hromada

On 7 March, experts from the Polaris Programme “Supporting Multilevel Governance in Ukraine” visited Ruzhyn hromada in Zhytomyr Oblast. During the visit, they conducted a training session for starostas, local self-government representatives, and executive body leaders titled The Role of the Starosta in the Hromada and the Provision of Public Services in Starosta Districts. The session focused on the role and functions of starostas within the hromada.

Enhancing the Efficiency of Starostas

During the meeting, Polaris experts engaged with the starostas of Ruzhyn hromada, who shared their achievements in their districts with great pride.

The training covered key legal aspects of their work, including recent legislative changes affecting their rights and responsibilities, mechanisms for interacting with local authorities, and models for effective governance. The starostas received practical recommendations on improving the organisation of public services, communication with residents, and expanding local self-government opportunities.

Additionally, the experts analysed the legal and regulatory framework governing the activities of starostas and discussed current challenges in their work. Special attention was given to the digitalisation of public services, efficient resource utilisation, and expanding civic engagement mechanisms.

"Strengthening the institution of starostas is not just about legislative changes—it also requires the continuous development of officials’ competencies. The quality of public services in villages and settlements depends on their knowledge, initiative, and effective engagement with the hromada. Our goal is not only to provide training but also to motivate starostas to actively participate in the development of their hromadas."

Joint Steps Towards Development

Polaris experts also visited the Administrative Service Centre of Ruzhyn hromada and the Yahniatyn starosta district, where they examined the working conditions of starostas and the quality of public services provided to residents.

The visit to Ruzhyn hromada marked another step in strengthening partnerships, reaffirming the importance of ongoing support and collaboration. Together, we continue working towards the development of local self-government and the improvement of services for hromada residents.
