A continuous dialogue between all levels of education governance is a key factor in effectively managing educational processes and resources. The Polaris Programme focuses on strengthening this dialogue by fostering interaction between stakeholders at the national, regional, and local levels to facilitate informed decision-making and implement sustainable education reforms.
On 1 and 3 April, dialogue meetings were held with representatives of key national institutions regarding senior school reform. These meetings were led by Oleh Fasolia, Team Lead of the “Education on the Local and Regional Level” team within the Polaris Programme. They were preceded by an active engagement with hromadas: during numerous visits, Polaris experts gathered insights into the pressing needs and challenges at the local level, ensuring these perspectives were reflected in discussions at the national level.
On 1 April, a productive meeting took place with Serhii Koleboshyn, Deputy Chair of the Verkhovna Rada Committee on Education, Science, and Innovation. The discussion focused on education quality, the needs of students, and the tangible changes required to establish an effective senior school system.

A significant event was the meeting with Ukraine’s Deputy Minister of Education and Science, Nadiia Kuzmichova. The key topic was Polaris’s support for communities in developing efficient educational networks and implementing senior school reform. The discussion highlighted the importance of maintaining a high-quality dialogue between all levels of government and local educators to ensure that reforms address real-world challenges and needs.

As Oleh Fasolia, Team Lead of the “Education on the Local and Regional Level” at Polaris, noted:
