The Ministry of Education and Science of Ukraine and the Polaris Programme Present the Updated Education Indicators Dashboard

On 20 May, the Ministry of Education and Science of Ukraine, in cooperation with the Polaris Programme, presented an updated version of the Education Indicators Dashboard – a comprehensive analytical tool that allows for monitoring the current state and development trends of general secondary education in Ukraine.

Open access to statistical data is a cornerstone for building a transparent and accountable education management system in Ukraine. Today, we presented an updated and expanded version of the Education Indicators Dashboard, which offers national, regional, and local perspectives and provides a comprehensive overview of the state of secondary education. Reliable information is key to sound managerial decision-making. This remains one of the priority areas of long-term cooperation between the Ministry of Education and Science of Ukraine and the Swedish-Ukrainian Polaris Programme,” said Nadiia Kuzmychova, Deputy Minister of Education and Science of Ukraine.

The updated Dashboard includes six modules, each serving a specific analytical purpose. Each module is accompanied by a video guide to help users quickly navigate its functions and apply it effectively.

Modules Overview:

  • National Perspective – an interactive map of Ukraine’s regions showing average indicator values at national and regional levels, allowing comparison between municipalities and identification of leaders and laggards.
  • Regional Perspective – offers a detailed map of the selected oblast and provides in-depth analysis of indicators across its municipalities, with tools for visual comparison.

  • Local Perspective – enables deep-dive analysis of selected indicators for a single municipality in comparison with peer groups.

  • Education Profile of a Municipality – a concise overview of the local education system.

  • Budget Profile of a Municipality – focuses on financial aspects: budget revenues, education expenditures, and the share of education funding.

  • Correlations – reveals statistical relationships between different indicators, showing how one factor might influence another.

The Dashboard allows analysis of key education indicators – including the number of students and teachers, school networks and funding – at the municipal, regional and national levels.

“We strongly believe that transparency, open data and analytics are the backbone of effective education policy. The updated Dashboard will support communities, regions and the state in making evidence-based decisions that reflect the real needs of children, schools and teachers. It is another step towards stronger and more resilient education governance in Ukraine,” said Susanna Dellans, Team Leader of the Polaris Programme and SALAR International representative in Ukraine.

The Polaris Programme will continue to support the Ministry of Education and Science in strengthening education governance capacities, particularly at the local level, and in ensuring quality education for every child in Ukraine.
