On 28 March, from 10:30 to 13:00, the Polaris Programme, in partnership with the All-Ukrainian Association of Amalgamated Territorial Communities, will host a roundtable discussion on “Effective Administration of Local Taxes – A Key to Financial Stability and Accessible Tax Services for Communities.”
The event aims to address key issues in local tax administration and explore opportunities to enhance the financial capacity of territorial communities.
Discussion Topics:
• Defining specific powers and functions related to local tax administration that could be delegated to territorial communities.
• Exploring ways to increase own-source revenues for local self-government.
• Sharing experiences and best practices in strengthening local budgets.
• Ensuring territorial accessibility of tax administrative services, particularly in the context of optimising State Tax Service regional offices.
• Integrating tax administrative services into ASCs (Administrative Services Centres) and other potential solutions to improve access.
• Enhancing engagement with taxpayers: shifting perceptions towards solidarity and community participation.
Invited Speakers:
• Representatives from the Ministry of Finance of Ukraine, the Ministry for Communities, Territories and Infrastructure Development, the Ministry of Digital Transformation, the State Tax Service, the Accounting Chamber, the Secretariat of the Cabinet of Ministers, the All-Ukrainian Association of ATCs, and Polaris experts.
