The Polaris Programme team for ‘Supporting Multi-Level Governance in Ukraine’ visited the Turbiv hromada in Vinnytsia Oblast.
The visit took place in response to a request from the hromada, submitted via the HelpDesk, to conduct an audit of the activities of the Administrative Services Centre.
During two days, Polaris experts from the ‘Support for Accessibility of Administrative Services’ area, as well as experts on cross-cutting issues – gender policy and the integration of veterans’ perspectives into hromadas activities – studied the work of the ASC in detail. In particular, they analysed the organisation of administrative service delivery and held working meetings with ASC staff, hromadas leaders, heads of departmental units, starostas and social services specialists.

Polaris experts focused also on issues relating to veterans’ policy, the accessibility of public services and the development of barrier-free environments. A training session was also held for representatives of the hromadas executive bodies on inclusion, barrier-free environments and a gender-sensitive approach to the provision of administrative services.

Following the audit, the hromada will receive expert recommendations on how to further improve the work of the Administrative Services Centre and improve the quality of administrative services for local residents.
As Igor Sots, the head of Turbiv hromada, noted, “the recommendations developed during the visit will be an important step towards the development of modern, accessible and high-quality services in the Turbiv hromada.”
