The Ministry of Education and Science of Ukraine has published information briefs on its website detailing the calculation of education subvention allocations for local budgets for 2025.
The briefs are based on the official formula for distributing the education subvention and reflect key indicators influencing funding – in particular, the number of pupils, class size ratios, and the specifics of the educational network. Expert support in developing this product was provided to the Ministry by the Swedish-Ukrainian Polaris Programme “Supporting Multilevel Governance in Ukraine”.
“The information briefs on the calculation of the education subvention volumes are a vital analytical tool that enables more informed decision-making at both national and local levels. They provide detailed and accessible data to ensure that local governments’ decisions in the education sector are well-founded. This approach strengthens trust, improves communication between levels of governance, and supports more effective use of public funds,” noted Andrii Stashkiv, Deputy Minister of Education and Science of Ukraine, during the online presentation of the briefs.
The briefs include detailed calculations for each territorial community, enabling analysis of the effectiveness of existing educational networks, planning of network optimisation, evidence-based decision-making, and improved management of financial resources.
“In the context of Russian aggression, Ukrainian education is more important than ever. We support the Ministry in implementing tools that enable data-informed financial decision-making. This approach not only strengthens the education system but also brings Ukraine closer to the governance standards of the European Union,” stressed Susanna Dellans, Team Leader of the Polaris Programme and SALAR International’s Representative in Ukraine.
