This analytical report has been prepared based on the results of a survey of staff at Administrative Service Centres (ASC), conducted by the Polaris Programme ‘Support for Multi-Level Governance in Ukraine’ in cooperation with the Ministry of Digital Transformation of Ukraine.
The aim of the survey was to comprehensively assess the current situation, challenges and needs of ASC staff, particularly regarding satisfaction with working conditions, pay, workload, interaction with administrative service providers, management attitudes, and the adequacy of training (professional development), as well as to gather suggestions from the ASC community.
The survey, which was conducted from 24 March to 3 April 2026, involved 1,315 heads, deputy heads, administrators and other officials of ASCs from all regions of Ukraine (excluding the temporarily occupied Autonomous Republic of Crimea).
The report presents the summarised results of the survey, an analysis of the working conditions of ASC staff, levels of satisfaction with pay, workload, the organisation of training, staffing challenges and employees’ intentions regarding their future employment. It also sets out key conclusions and recommendations that can be used when formulating policy on the development of the ASC network at national, regional and local levels.
