We support Starostas as a key figure in bringing public services closer to residents in remote settlements
What We Do
Through institutional support, we strengthen the capacity of local self-government to deliver quality services in the remote settlements. Since hromadas apply different approaches to defining the functions of Starostas, we work at all levels to identify the role of the Starosta—ranging from cooperation with national stakeholders to modeling the functions of Starosta in each hromada.
How We Act
We conduct expert analysis of documents regulating the work of Starostas and the provision of administrative (public) services. We develop recommendations to improve the functioning of Starosta districts and relevant models for providing public services. In addition, we organise training for staff working in starosta districts.
Key Priorities
- Improving the quality of services in remote settlements;
- Facilitating the definition of the optimal role of Starosta, taking into account the needs and available resources of the hromada;
- Providing educational opportunities to enhance the professional level of Starostas;
- Assisting hromadas in modeling and establishing starosta districts in accordance with legislative requirements.
