We help improve the quality of municipal and other essential services that support the day-to-day functioning of hromadas
What We Do
- Conduct comprehensive assessments of how territorial hromadas manage their assets and resources, including the status of asset inventories and accounting, budgetary, financial and investment planning, and other factors affecting the organisation of municipal services and the operational capacity of municipally owned entities.
- Provide expert recommendations on possible steps to improve efficiency, tailored to the needs and circumstances of each partner hromada, through written advice, online consultations or on-site support.
- Independently or in partnership with central executive authorities, local government associations, sectoral associations and self-regulatory organisations, assess the needs of territorial hromadas and provide training for managers and staff of local self-government bodies and municipal enterprises, as well as local councilors, on relevant issues.
- Based on analytical work and cooperation with local self-government bodies and their associations, develop proposals for central executive authorities on addressing challenges in the municipal services sector.
- Support partner hromadas and municipally owned entities in developing and implementing corporate governance policies in line with OECD standards and European good practices.
- Independently or together with national partners, prepare guidance materials, document templates and step-by-step procedures on issues related to the management of hromada assets and resources.
How We Act
By engaging relevant stakeholders at the national, regional and local levels, we create platforms for identifying, sharing and scaling good practices in the municipal sector.
Through our day-to-day cooperation with local self-government, as well as analysis of international experience, case law and interaction between local authorities, municipally owned entities, regulatory bodies and law enforcement agencies, we identify common challenges, consolidate effective practices and facilitate peer learning. By combining different formats — training for staff of local self-government bodies and municipal legal entities and for local councilors; expert consultations; and cooperation with central executive authorities, relevant parliamentary committees, local government associations and other stakeholders — we develop practical solutions to improve the efficiency and development of the municipal sector.
