What We Do
We work to help Ukrainian policy makers create an adequate, equitable and transparent system of municipal finances by assisting them in the development and analysis of data and by providing them with regular monitoring of sub-national finances and evidence-based policy advice.
How We Act
We raise awareness and advocate for the importance of local self-governance and the need for continued fiscal decentralization, ensuring that these issues remain a continuous policy priority. Our activities include preparation of a set of recurrent reports on the state of sub-national revenues and expenditures, provision of opinions on estimated effects of legislative initiatives and drafts on sub-national authorities, policy advice, analysis and participation in policy discussions and relevant working groups.
Key Priorities
- Regular monitoring of subnational finances;
- Review of legislative initiatives and drafts as to their impact on sub-national governments;
- Provision of policy advice to key stakeholders;
- Advocacy and support for the PIT reform and improvement of the fiscal equalization system;
- Advocacy for the strengthening of own revenue generating powers of municipalities.
