Supporting Ukrainian partners in building an effective education financing and multilevel governance system
What We Do
We support Ukrainian Government in making evidence-based decisions, including on budgeting, ensuring the continued decentralization of education, improved monitoring of education quality and compliance with rules and procedures, further strengthening the role of municipalities and improved cooperation and coordination between education bodies on different governance levels.
We offer support to municipalities and other sub-national education stakeholders to ensure effective management of education processes and resources.
How We Act
We facilitate access to and use of reliable, complete, updated data on schools, teachers and students, support Government agencies in maintaining continuous dialogue with all education stakeholders at regional and local levels and enabling Ministry of Education and Science of Ukraine to become a confident decision maker concerning allocation, use and monitoring of resources for Education.
Direct support is provided to pilot municipalities with the reorganisation of their school networks and implementation of the reform of the upper secondary school.
Key Priorities
- Budget process and reform of education finance;
- Review of education legislation with focus on municipalities and division of competences between the tiers of government;
- Teacher workforce and salaries;
- Review of systematic determination of school founders;
- Capacity building of municipal political leadership and education management bodies on local and regional levels;
- Development of horizontal and vertical coordination and cooperation frameworks for education management.
