Rights, participation and equality


What We Do 
Local self-governments play a vital role in promoting equality, participation, cohesion and the realisation of rights as duty-bearers. Cross-cutting issues such as gender equality, human rights, citizen engagement, as well as veterans' perspectives are integrated within all thematic areas in the programme at both the local and national levels.

 

How We Act
We strive to implement a human rights-based approach, underpinned by principles of non-discrimination, participation, and equality. These perspectives are integrated in our methodologies, documents, and recommendations developed within the programme. Our experts help hromadas and other partners assess the current situation, identify gaps, and develop relevant trainings and tools to address the needs of all citizens. This approach ensures the accessibility and quality of public services, enhancing inclusivity and equal opportunities for all.

 

Key Priorities 

  • Promote and facilitate participatory approaches in decision-making by local authorities and systematic communication with the citizens, for example, through public hearings, discussions, participatory budgeting, etc.
  • Strengthen capacities to fulfil human rights obligations and to meet the needs of vulnerable groups — including veterans and their families, women, men, girls, and boys — through inclusive service provision in hromadas.
  • Facilitate data collection and analysis, informing key decisions and the development of policies.
