We help improve the quality and territorial accessibility of administrative services in Ukrainian hromadas
What We Do
- Prepare recommendations for ministries and other central executive authorities to address challenging issues in the area of administrative services;
- Analysis the current state and accessibility of administrative services in hromadas, including the capacity of Administrative Service Centers (ASC);
- Depending on the condition and needs of a particular ASC, we provide expert recommendations on possible steps for its further development (through remote or on-site consultations);
- Training for ASC personnel in various formats;
- We also consult local governments on current issues related to the integration and provision of administrative services within ASCs and organize events with service providers and central executive authorities.
How We Act
We engage stakeholders at different levels (national, regional, and local) and create platforms for finding common solutions in the area of administrative services. Through daily cooperation with local governments, we have the opportunity to summarise best practices, identify common challenges, and promote knowledge sharing. By combining various formats (offline and online training for ASC personnel, expert consultations, meetings with central executive authorities, and advocacy), we develop effective solutions for the sustainable operation of Ukraine's ASC network.
Key Priorities
- Removing barriers and addressing challenges in the provision of administrative services and improving service accessibility in hromadas;
- Preserving and strengthening the personnel of ASCs;
- Improving the financial aspects of administrative service provision (including administrative fee issues);
- Enhancing the efficiency and inclusivity of the administrative service provision process in hromadas;
- Engaging ASCs in promoting the use of electronic public services.
